When adding new accounts, sub-domains, or addon-domains if Apache is not reloading it's configuration it's probably due to the Apache service being disabled under the service manager. Log into the WHM, click on 'Service Manager' and make sure that the enabled check box is checked for the Apache service. It is also recommended that you check the 'Monitor' check box but it's not required.
